I would tend to say the Blue Spirit with his swords...but then again we haven't seen to much of Amon fighting to hard yet so that would be a very tough question.

Well according to most websites, Azula was thrown into a mental institution and I doubt they ever let it out so that she "could get it on," with anyone.
