Tom's mom is slightly worried that her son would start dressing up like that. But she should be happy the boy is finally starting to shed. He's almost 17 and never shown any interest in making his own choices before that. Even tho he probably picked this style up from his big sister who he rarely sees. And anyway, the whole family has some screws loose beyond some clothing style.Related content

He's 17? The way you drew him made me think he was maybe 9 at most, trying to emulate the "big kids" in a desperate bid to appear "cool" or "mature" or any other term that would enable me to include even more sarcastic quotation marks. The fact that his clothes seemed a bit too big for him combined with the wide eyes, facial expression and perceived proportions give a childish appearance.
But, I suppose the description hints at something similar to this, a failure to mature. At least emotionally. Runt of the litter, perhaps?

Either that or I'm being a horrible racist and this particular race/species retains a childish appearance throughout its entire lifespan, or they just stay short. I have numerous races like that myself, that will never be much more than a meter tall.

oh he's definitely too short for his age. I would think this wouldn't help with self-esteem, too; which could contribute to explain some things

I suppose it would. He's short, he's adorable, he's immature... probably wouldn't help his self-esteem at all when people assume he's half his actual age. Sure is going to make it hard to buy cigarettes and alcohol to appear more mature and edgy if the shopkeepers consistently assume him to be a little kid.
On the plus side, he might be able to make a career out of it, while the names escape me I know of at least one or two actors who were actually adults but looked very childish, and used this to comedic effect. I know "To Catch a Predator" also used young-looking adults as decoys when dealing with the pedophiles, so maybe he could do something like that? Or he could turn to a life of crime, using his youthful appearance to his advantage somehow.
But, then again, we're probably giving way too much thought to a character you'll probably never use again, aren't we?

Actually not only do I have drawn him a few times alreadyΒ Β he's also a character in the comic i would like to start at some point! but i've just recently decided of this shift... and it always helps to develop characters a little. So far i only had a general idea of what he would do. So it helps

Oh yeah, that is him. He still seems much younger than 17 there. Poor guy. Seems like his whole story would come from trying to fit in with the cool kids, or prove his maturity or how he's not just a pampered little rich kid, or something like that. Of course it would have hilarious results most of the time, and probably end with him picking a fight with one of your fungal slime monsters that inhabit the darker corners of the city and getting devoured by said fungal slime entity. Or kidnapped by a gang of criminals never to be seen again. I've mentioned several times just how terrifying yet fascinating I find this world of yours.
Anyways... His last words? "Oh YEAH? Well, watch this!"
