1. Download Wallpaper JPEGifier tweak from Cydia.
2. Set your lockscreen wallpaper of choice from your phone's Settings.
3. Respring and voila.

1. The clock layer would have to be redesigned with photoshop.
2. Then a bunch of testing to make sure the hands are aligned.

ok works now, there is a line near at the end in LockBackground.html. it said var/.../Converted-LockBackground.jpg, just delete Converted- leave just LockBackground.jpg then it should work flawlessly.
