What I think of each episode of MLP's second season, which, again, overlaps with the general consensus. I may change the ranks if I were to watch some of these episodes again. This season is actually better than the first one.

TOP 3 EPISODES
3. Read It and Weep - A very entertaining and quite funny episode. It gets better when you know that it parallels Bronies and Pegasisters in general.
2. Sisterhooves Social - Going by my take on this scorecard, you may think that I find some Rarity episodes somewhat overrated, and... yeah, your judgement is actually correct. However, after learning how much a lot of people loved this one, I thought about it, and yes, this is one of her best ones. Sweetie Belle is actually my favorite of the CMC, and her trying to please Rarity is really sweet.
1. Hurricane Fluttershy - Did I mention that Fluttershy is my favorite of the Mane Six? I could go on about this episode because I absolutely love it! Not only does Fluttershy have a very relatable history, but the episode teaches that even if you aren't perfect, any help that you provide can make something work. Since I had a lot of times where I wasn't perfect, this is what made the episode resonate with me.

BOTTOM 3 EPISODES
3. Dragon Quest - While Spike is perfectly characterized, some of the line choices in this episode are just not good, i.e. Applejack asking why Spike should be like other dragons. It's also not a good idea to generalize dragons as selfish bullies. Thank Celestia for a certain episode a few seasons later...
2. Ponyville Confidential - I... just can't with this episode. We all know the cliché newspaper scandal plot that a lot of cartoons have done, this included. Making rumors, people enjoy the rumors until it's about one of them, they get angry, etc. Sure, have nearly everypony in Ponyville be mad at the CMC for going along with it, and maybe have the usually rational Twilight use a barrier since she may be more wary than angry. However... DON'T have Big Mac be angry enough to kick Apple Bloom, his own freaking little sister, out of their home, and Rainbow Dash drenching the fillies with rain!
1. The Mysterious Mare-Do-Well - Too obvious? Well, while this isn't as traumatizing as my #2 choice, we can all agree that it is still a rather disappointing episode. How can this be done better? Well, I suggest that you go read Half the Battle's review of this episode: halfbattle.com/mlp/tmmdw.html His reviews are worth taking some looks at.
Dishonorable Mention: Putting Your Hoof Down - When I first read the synopsis of the episode, I was excited since, you know... Unfortunately, it disappointed a good bit. After hearing what MrEnter thought about this episode, I understood where he was coming from with it.
