I just looked at the vid of it, it seems to be asking a feedback ala "survey" program.
Hot take, that's actually the opposite of Gaster. I don't know, like Gaster but focuses on the lightner side.

I think Gaster explose when he fall into CORE, and his pieces turned into his physical feelings & memories (like the 9 movie) or corrupted people (esc. Like Goner Kid).
Maybe chapter 2 of Deltarune will about find pieces of Gaster and complete him like a puzzle.
