Sans killed all monsters at Waterfall. Before he attacked Monster Kid, Undyne stepped in the way and Papyrus followed them. Sans doesn't want to kill his brother but at the same time, there's no stopping all his actions, activating a fight.

At the end of the fight, Undyne slashed Sans with his spear at his right eye, blinding him. Papyrus, feeling angry, stabbed Undyne at the back, killing her. Papyrus finally agreed with Sans' deal, joining him to kill all other monsters to stop the human.
