To answer your question; yes, I use the dodge and burn technique. Although, instead of duplicating the layer of the image like in that tutorial, I create new curves adjustment layers. One for dodging and one for burning. I've found that starting with the big fixes and doing the small ones later work best when it comes to pixel level dodge and burn.
