The horse is a splash overo. With that pattern the white often covers the entire head, and sometimes even the ears, and the eyes are blue.

He looks like a tri-color paint dilute--is that even possible? [1 cremello gene, to dilute the dun patches, 1 bay gene for the bay patches... I think]

No, that's not possible. Dilutions are "global" in nature; they dilute any pigmented area on the horse. There is a modifier to tobiano that will "undilute" random areas on a cream (ie, palomino or buckskin) horse, but that's a different thing.
