The fourth of my four pages for HA #9 finally brings back Fury & Archangel from Heroes Unite: Fury, the second HU chapter I wrote back in 2009 ( www.theduckwebcomics.com/Heroe… ).

I had created these characters for that story, and I'd always wanted to bring them back in some shape or form. Having Alicia dropped out of a helicopter, transforming in mid-air and smashing to the ground in Fury-form was one of the initial images I had in mind, even before PIT-FACE and I came up with R.I.S.E. (I don't quite remember who actually came up with the idea of R.I.S.E., but I think it originated in discussions between Pit-Face and myself about how to bring her character Bones into the HUniverse).

In HU: Fury, a metahuman called Archangel kidnaps Alicia, because he fears that government forces will come after her and exploit her powers, just as he had been exploited since his early childhood, and he wanted to spare her the same fate. Since they were both taken into custody after the main events of the chapter, I thought the most plausible thing would be for the two to be used during military missions later. Their being absorbed into R.I.S.E. - basically a SWAT team of "resocialized" supervillains (i.e. shady metahumans coerced into cooperating with government forces) - is much the same.
