i have photoshop and I tried using dodge tool for clouds but.. maybe Im just retarded lol

loll no you certainly are not retarded, like you said, you just have to use dodge tool, you just need to change the opacity; the highlight, midtone and shadow while doing the font so it give you some kind of flashy effect, oh and smudge help too ^^
