yeah, I was actually the one that came up with that design/personality and spent a couple years running the ask-blog on tumblr for him.
When I left hetalia I didn't want to lose the character I had become so attached to so I got rid of all the hetalia linked elements and pretty much entirely re-vamped his character to become a full oc

but yeah, that's probably why he does, considering he's sort of the same guy. .v.)b
