to get sparkling effect I clone-brushed portions of the laser line with one of the standard chalk or spatter brushes, and then brushed in some small dots with Scattering and Spacing tweaked to create randomness. i got the idea from a tut somewhere. hold on...haHA! i found it! [link] that's what i based it on, just changed the technique a little to suit my style.
