I worked on this yesterday, so much...But I am pretty proud of it, and then there is the basic background of groan, but if I don't do backgrounds at all I won't improve that.
So yeah... Also, guns are a pain to draw still.
In this picture I was thinking of the tech level that my setting had, I know that there will be characters using modern'ish weapons, Conpound crossbows of doom, high caliber rifles, and EXPLSOIVES! BWUAHAHHAHAHAH!
Why not? It's my setting.
(He is on a roof, maybe looking up at the extraction helicopter)

The scap-ish appearance of the riffle actually fits kobolds fairly well, at least in my opinion. They've always made due with whatever they had on hand, and tend to make it actually work... or that's my opinion anyways

Aye, I am going to generally draw these guys with older looking weapons. That may or may not look scrappy ish.
But I can easily imagine commando units with special weapons ordered/imported/DESIGNED for them with top of the line whatsit.
If I was making this in Photoshop I would have had a digital camo design though to put it on.
I was justifying it to my self that they were actually getting some supplies from their war-time allies.

Also... on the topic of settings, you may want to check out Urban Arcana for some inspiration. It may have some of what you're looking for (Also, one of my favourite modern-era RPG settings, after Fireborn and DarkMatter)

I forgot to say this but the rifle does seem like the lower part of it is made from scraps of metal, still better then what I can do when drawing firearms.

That's mostly coloring that is the problem down there, the stock needs to be... uh, stock colors.

I'm not sure about the head:body proportion, but then what do I know.

Well the bulk of the shoulders are pretty large, so it might look a bit off. But it's a better proportion than my earlier work.

I sorta know that kobys are small so how big is that rifle?

I'd say... hmm. Generally I have had the kobolds being 3'6''ish so a 4'6'' long rifle? I am unsure.
