How...do you make this? It looks like you painted the characters' bodies and then drew in their faces later with...marker? Pen? Jeez it has a disorienting, trippy effect. But I like it.

I do all of my artwork with Photoshop, starting with rough lineart, a background, then basic colors, then the details over color C:
