Why would you want to do that though? Besides the increased effort (and probably decreased comfort?) it looks worse too imo

I don't know. Maybe Ahri's dress is held up merely by her breasts? Maybe the cloth shouldn't be loose around there since it could easily fall off or get stuck somewhere in a fight otherwise? It might also serve as a bra since jiggling breasts are not comfortable in battle either.
