Description
I was drawing the lineart as I was going along, so that's why there's no clean lineart version. xD Anyway, I'll try to explain my steps.

1. Here's a rough sketch, she was originally going to be playful, but then I realized the pose didn't fit her.
2. I always lay out the base colours to make sure I like them.
3. I've finished most of the lineart, and I got bored of doing lineart so I added in a background. I used the bucket to fill in the colours, and put in some gradients. The lineart is coloured a bit darker than the base colours so that it looks softer.
4. I tried to add some lighting, and more effects like the bubbles and fish. I the luminosity layer to make the glow effect. I also added some rays of light.
