First things first, this is a beautiful and well planned piece that looks fantastic in the Sonic fan art gallery, always a treat to see that famous blue hedgehog.
This picture has a direct feel and explanation to the word color, exhibiting a vast array of bright, playful color that certainly catches the eye instantly. The background is something you wouldn't expect, considering the crayon like texture of the array. This gives off a traditional feel to the entire image, and also makes you take two when looking at this.
I also think the nice single layer of soft shading looks good and smooth, however there wasn't a direct light source. It's not obvious at a glance, but some of the shadowing goes in different directions that you wouldn't expect. As for the highlights, they give a sleek feel, but not too intense as if mistaken for a slimy, amphibious creature.
A note on the lining, it looks rather sketchy, but I do like how it's not a single color. Possibly as a suggestion, demonstrate thicker lining to show weight, and thinner lining for lighter areas. It's a different and longer time take to line art, but it is worth it in the end.
The wisps in the picture and Sonic look great overall, as if they want you to join them.
Again, I enjoy the fabulous display of color~
If I were to give this a percentile rate, it would be a 82/100% in my opinion. Great work.

It's actually the first critique I've ever composed, being in an art class assists I suppose. *shrugs* Of course I've got things to work on too, hopefully to be as good as you someday further in my career, I've got miles to go.

What a coincidence I found this, I was listening to Asteroid Coaster Act 3 (in G Major) and randomly decided to write down lyrics for it. I had titled it "Keep on Running" although it's more of a theme for my character Rokkito Usagi, but he IS based off of Sonic.
