Yes and no. The one on the right is Bell and the one on the left is Bunny. Bunny technically appeared in "Twisted Sister", where the PPGs wanted another sister to help them with their crimefighting and ended up making Bunny (who was unstable due to her origins and selfdestructed in the end of the episode (Fun Fact: She was the only character to DIE in the whole series), however this version would be the "stable" Bunny. Bell is the "evil PPG" from Griddles 's PPGD, but her design is based on the "perfect girl" from the PPG pilot "Whoopass Stew". So, yes, Bunny and Bell on this pic are fanmade, but they are versions of (kinda) canon characters.

Bell is a fan-made power puff that Bleedman made. Bell is used in Bleedman's Power Puff Girls online Doujinshi. Bleedman is part of the DeviantART community as well. You can find his Doujinshi on Snafu comics.com. Simply type "Snafu comics" on Google and you'll find it. The PPGD is the first comic on the top of the screen. It's a really good, it's worth a look. It has characters from other shows than just the PPG characters.
There is also something that connects Bell to the actual PPG show. The creator of PPG made a short called "Whoopass Stew." The "Perfect little girl" has a color scheme that is just like Bell's.
