Paint Tool SAI for the drawing and then Photoshop to make the background transparent and getting the different frames for the eyes and then I use a online gif maker to make the animation~ But I basicially always use Paint Tool SAI for everything

oh cool, I didnt know if people did pixel work and just used Photoshop for the animation
