Actually I go with Fenrir Uniforms from God Eater series as a reference of their uniform shape. So what’s the theme reference for a bunch of Penal/Special Force that playing the role of Inquisition’s Ordo Hereticus from Warhammer 40K? I would’ve think no better than Dwarves/Votann of Warhammer for their ultra-honesty and a bit stubborn (at least they aren’t as stubborn as dwarfs and have faster legs) what’s make them similar is their war principle, they resort in digging, trench warfare, and they never forget grudges even the difference is that sometimes time they could forgive. That’s why they have specialized breaching charge. i planned it work in something like Thermite’s charge from Rainbow Six Siege. You can see why I’m putting so many octagonals here in their uniforms.

Scouts here are the basic uniform of modern American Freedom Fighters. As for snipers? I think I go with a beanie had and an optic camouflage hoodie coat. And you might ask, what kind of Carbine is that? I get the idea from Magpul PDR, but make it more look like Votann-ish. Yes, Scourge are probably using unorthodox American Weapons along with some british & European weapons.
