In most stories, main characters will be special in some way, or mysterious or both. They might even be evil if they are traitors, and they are often quirky. Almost every main character will have one of the things you listed as a trait.

First of all - you are talking about the ANTAGONIST. I am talking about the main/important characters in the surroundings overall.
Second - it's not as often as you think. Depends on what type of story you read/watch. I've seen a hell of a lot of stories where that is not the case.
Third - try to find any other name for the important characters of a story where the case is the same as with those named Jack. No? There, see?

No, I was talking about main characters in general- some of which can be antagonists.
Not sure I understand the phrasing of some of that, but... ... Y'know, I actually read a short illustrated story (it was in back of some manga, so I don't recall the name) where there was an important-ish character named Jack who was pretty normal. He was a bird, but so was one of the other important characters. If that helps at all.
Remembering unremarkable Jacks is hard because remembering unremarkable characters is hard in general, but there's one for you.

Main characters, then. And I'm sure the story is known by some. It's just been a while for me. Was cute, though. Very cute.
I think Jack is the name of the central (and also female) dog in a book I read a while back. She's pretty cool- I don't believe she's heavily involved in one of the traits you listed, but she is one of the only dogs that is immune to some quick-spreading disease making the rest go berserk. ... "The Last Dog on Earth" - that's what it's called. Been a while since I read that one two, but I think I hated the ending.
And now I'll stop filling up this comment page with things unrelated to the actual art work shown. (Which, if the artist is reading, is nice and creepy by the way. Shark-like grin makes me shudder.)

Well, just the way you "said" (I know tone doesn't translate well over text), "...his name HAS to be Jack." kind of made me think you had an issue with the name itself, not the character attached to it. Following that aforementioned statement with, " Every single character among the main ones in every single fictional story ever made has to be either wicked, quirky, deviant, evil, mysterious or special." implied to me that because he was named Jack, it made him "wicked, quirky, deviant, evil, mysterious or special."
