Yeah he uses mixed programs, but mostly Painter from what I heard from a friend in japan "3 (My friend learned under harada-sensei before XD)
But the effects are achievable through Photoshop too "3 I tried and I think I sort of succeeded ^^

ahaha, I saved all of Haradas pleneir pictures from his website and put them on my zune, along with all of my Disgaea, Phoenix Wright, and Mangas.
It all totalled 537 pictures.
