I don't mean to sound like a prude, but I recently posted a wip of my entry to the mmd-mall and the eye-texture looks highly similar. There's the snowflake texture as well as the snow droplets in the eyes (correct me if i'm mistaken on that part.)

I think it's just the way I made the picture. Those are actually eye shines from the Kio Miku base,the texture itself is blue with a snowflake on the pupil. xD

I see what you're talking about now, they are pretty similar. o: But yes, they are different texture files. Mine doesn't have the shines like yours does, I just checked C:
