His voice actor, Dan Green, also did the voice of in the English dub of Sonic X. And we all know how masculine Knuckles is. Personally, I think Peter Cullen (voice of ) or James Earl Jones (voice of ) would've been better suited for Lugia.
The reason why many believe in Lugia being female was the misconception that arose after two episodes of the Pokemon anime that aired soon after the release of Pokemon 2000. "The Mystery Is History" and "A Parent Trapped!" depicted Lugia as being female, the mother of a small, young Lugia nicknamed "Silver". Silver is kidnapped by the Rockets, and Lugia takes the bait, falling right into the Rockets' trap. With the help of Ash's Pikachu (and a couple well-aimed Aeroblasts), Lugia obliterates Team Rocket's offshore facility and frees Silver.
THE TRUTH: Contrary to popular belief, Silver is NOT Lugia's child. Silver is merely a botched attempt at cloning Lugia. Think of Silver as a reverse version of Mewtwo. Lugia, unable to see Silver have to fend for himself, takes in the young copy. Lugia's rage in the base wasn't caused by any parent-like behavior; just the Diving Pokemon's extremely short fuse.
And if Silver had a voice actor, I think Tom Kenny (original voice of , replaced by Elijah Wood) would be well-suited for the job. =

I'm glad you kept the gijinka in an "ancient japan" style, since that was what the johto region was based on.
Ho-oh is more "ancient japanish" than lugia is in the games. XP But I love the idea of the kimono, giving lugia that more "Legendary" feel. ^^
