It was as easy in small as in giant ^^ and in giant the picture is cleaner
But I think it's the best argu ....

firstly, the picture is from the bottom page of a naruto chapter ^^
then I did the line art of this part of the page :[link]
The tools : use the Pen-tool ; I make the edges with points and curves between two points. to do it : click two times to make two points with straight line between. clic on the line, hold "control" and clic and move the point to make a curve. try to put otherwere the point and try to change the curve by testing out the tool.
afterward, I choose 3or5 pixels for the brush, then go in the brush shape menu, then in shape dynamics, tick it, and put "size jitter" to 100% and minimum diameter to about 30%
next, you take the pen-tool, select curves with : "path select curves, or direct select curves" tool, and then left clic , I think in english it's : "draw the outline of the line" tick the pressure option and OK

firstly 
quality of the picture 300
the lines done with (pen / anchor )tool... black lines not with the same thickness
and then colors, with only one shade and light !!
and you have to be very patient !!
it's quite difficult for me to explain it in french ... it's quite impossible
so in english it's the same problem
