She IS important to the rebels because she used to be a Host to an Enceladi (like Fool and Vespertine). Things that they know, but she doesn't. Also, she's a very dangerous adversary, and if she were released and reset to her default nature as a Tlocan Shapeshifter, she will respond with DEADLY FOOORCE.

Io is indeed a tragic character. @v@ She's pretty far from comedic in this intro. But she does her best to make her life comedic (It never ends that way).
