I can\'t draw backgrounds at all. DX -sobsob-I really like the eyes and hair though. ouo, shading on the clothes is horrible though.

A thing you should try: draw a more dynamic pose maybe? You could draw her more 'jumping' like, since the background is a starrt sky with a moon. just a tip.
I think the glow on the moon is beautiful aswell (:

This is so adorable. I absolutely love her eyes. They're so cute! And like the shading. Perhaps a point for improvement would be to vary line thickness more? And don't worry, the background is fine!

Overall I have to say I like it. Though its simple, its also very well presented with your coloring! I personally can't do chibi's to save my life, but you've done very well keeping everything in proportion. Its very clear that you know you're way around photoshop with coloring so just play around with colors and add a filter. Or, just watch the series again and try to mimic one of the backgrounds they use.
