(This is treated as an Xyz Summon. Transfer its materials to the Summoned monster.) You can only activate 1 "Eternal Galaxy" per turn.

It doesn't sound the same!
But as far as using this... I don't think so. Because if you Rank-Up Neo Galaxy-Eyes Photon Dragon to a Rank 12 is an impossibility. Because there is no Rank 12 Galaxy-Eyes Photon card.

It's designed to rank up your Rank 4 monsters into one of your many Rank 8 Galaxy/Photon monsters on the fly when you need access to them or when said Rank 4 has run out of materials and is thus useless, obviously.
