In general, I would agree. My grandaughters were trained by their mother almost since birth, and you can see from their expressions how at ease they were.
They were playing in the pool this afternoon and it is consistently difficult to get them out of it ...
But dunking untrained infants just to take a picture should be considered criminally negligent.

Well, there is oxygen in water, hence H2O, the "O" being Oxygen.
It's an instinct for babies to hold their breath when they're put under water.
