Lilo finds a dead mermaid washed up on the beach, soon after Tzipporah arrives, but decides there's no use doing anything about it since it's already dead. As she leaves she notices a man standing further away watching the ruckus on the beach. Howl is waiting for everyone to leave so he can take the mermaid and use it for his magic potions.
