Hmm, I would call him more of an agent really since he hasn't shown any signs of indoctrination or loss of free will.......... yet, he has had those implants for a long time and most people are usually reduced to gibbering slaves by then, but I can definitely say that his actions seem to be more intended for the benefit of the reapers, such as his desire to get that Collector base
