Really wish he would comeback. I think frieza could do it wish for everyone in his bloodline to be resurrected and cell is a member of the family but that could revived all of the dead relatives of the other cells in his body like Goku and vegeta's but I think they might just bring back bardock and king vegeta and there wife's but maybe radis. But if not that than wish for all of his race to be revived and cell is brought back to life

For him to be revival he has to have a soul. While Goku and King Kai think he does, he's still an artificial creation(just biological instead of 16), so it's unclear if there is a soul to give a body to. Or if his spirit hasn't already been cleansed, which might be easier since his evil was designed by Gero rather than of his own free will than Frieza

Yea but he did absorb many soul's and fused it into one. I believe his perfect form all of his power and everything were fused on a level similar to manga merged zamasu.
