Joane Johnson, the internal affairs officer sent by Central on orders from the Mayor's Office, entered the office with an impassive but observant expression. She listened silently to Captain Maddrey's reprimand of Emma O'Connor, making a mental note of every word and gesture.
Once Maddrey and O'Connor finished their exchange, Johnson took control of the conversation. Her tone was firm and direct, with no room for error.

"Captain Maddrey, Officer O'Connor," Johnson began, his voice echoing in the silent room, "as a representative of Central and in compliance with orders from the Mayor's Office, I must inform you that an internal investigation will be conducted into the events from last night."
Maddrey and O'Connor's gazes met, both aware of the seriousness of the situation.
"I understand that the situation at the port was a misunderstanding and that no weapons or illegal material were found on the raided ship," Johnson continued, her piercing gaze assessing his every reaction.

"However, the order is to keep this secret and take disciplinary action against Officer O'Connor for her violation of protocol and her disobedience of the chain of command." Johnson raised a hand to interrupt him. "I know, Captain. I've been listening to the discussion," she said seriously. "But I need a clear and concise explanation of what happened."

O'Connor looked at Johnson warily, aware of the seriousness of the situation. "Officer Johnson, I received information about possible illicit activities at the port and acted accordingly," she said, trying to maintain her composure despite the weight of the situation.
Johnson stared at her, evaluating every word. "I understand, Officer O'Connor. But unfortunately, the evidence indicates that this raid was rushed and without solid basis," she stated sternly. "They found no weapons or illegal material on the ship. How do you explain that?"

O'Connor was silent for a moment, feeling the weight of the accusation. He knew he was in trouble, but he couldn't reveal the truth behind his actions or risk the source of it. The order from the Mayor's Office was clear: hide what happened and punish anyone who rebelled against the system. She understood and knew that she had missed this opportunity. But her Irish character betrayed her, and getting up she started yelling at the internal affairs officer.
"Maybe the evidence wasn't there, but there was an explosion and there was rest that was not investigated and everyone there used weapons and military equipment without permits, which then magically appeared when they arrived at the police station arrested and Orlov's lawyer arrived with everything ready to resolve the misunderstanding - the frustrated officer shouted

Maddrey watched the interaction with concern, knowing that the situation was becoming increasingly complicated. At that moment, it was clear that Officer O'Connor's fate was in the hands of Johnson and the decisions she would make next.
O'Connor opened her mouth to continue, but Johnson raised a hand to stop her. "Officer O'Connor, I understand his motives for acting as he did," he said calmly, although his tone made it clear that there was no room for argument. "However, the rules are clear and must be followed." He knew the truth and also what he should do for this he had come
The officer didn't know it, but it was better for her to come, Johnson thought, and not other people to fix these problems in more drastic ways.

Maddrey and O'Connor nodded silently, understanding the seriousness of the situation.
"The Mayor's Office has decided that this incident should be handled internally," Johnson continued, his voice ringing with authority. "It will not be made public and appropriate disciplinary action will be taken."

The tension in the room was palpable as Johnson delivered his verdict. O'Connor lowered her gaze, resigned to accepting the consequences of her actions, while Maddrey remained silent, absorbing the Mayor's order.


With Johnson's presence, it became clear that the repercussions of the raid would not be limited to the police sphere, but would have broader political implications. And that today the scapegoat would be O'Connor and there was nothing that could change it... at least not today
The city of Manhattan and its power dome would play more in the future and the truth that is hidden there
