Nope. Chara and frisk both have no gender. They're not a boy or a girl.

Chara and Frisk have the gender the player chooses. That's what Toby's intention was. *NeonClovers is right, it's a matter of interpretation. Either of them COULD be non-binary, of course, or they could have the gender of the player's choice. I identify both as girls, for instance.
Besides, eight-year-olds aren't really old or mature enough to make decisions about their gender identity.
