Since it seems to be centralised and on a world that doesn't seem hospitable to advanced life according to our human frame of reference I doubt it's humanoid.
I'd say it started out as some sort of plant that along with its bacterial eco-system grew and evolved and along each tendril a new host/parent plant grew: creating this "organic city". In this stage its spores have become individual seed carriers and workers part of the main neural network of this mighty organic city.

It looks to me like the beings of this planet might be highly advanced due to that the green light reminds me of plasma, and they could have harnessed the power of plasma to power there city. that or they could be an energy based lifeforms that live in the upper atmosphere of the moon.

Looks like some sort of energy-based lifeform might thrive in this environment.Β Failing that, we could be seeing some sort of catastrophic storm discharge which rack the surface of the planet on a regular basis, despite its picturesque, terrestrial nature; in this case, I could see a race of subterranean dwellers with strong religious beliefs.
Based on the nearness of the moon to the planet, however, we may not need to worry about it for long, as the moon appears to be well within the Roche limit of the planet (hard science-fiction take on it, I prefer my first response)

Well, if they watch the same television programs we do, and eat the same awful food, and attend the same schools....it would be considered one of the "DUMBEST" life forms in the universe!!
It's such a shame too, because we have so much potential and things could be so beautiful if we tried.

I guess they could be worse but your thinking only from your vantage point. 3 BILLION people on this planet make less than $1.75 a day with no health care or education, and mostly no electricity or clean water.People still starve to death everyday here so your comment about being worse is well....let's just say I suppose it could but it's hard to believe huh?

this reminds me a lot of a novel Chris Wooding wrote, called The Fade. where there was a big uninhabited planet, and all the life was on the moon. It was really amazing. and so is this.

the big planet and it's moons in general are uninhabited. A small group containing the last survivors of an entire race has built a colonial city of connected buildings on this hidden moon hoping to be save here from the aggressive alien invaders that destroyed their homeworld..
