paint tool SAI.... not familiar with that program but it works wonderfully. A lot better than some photoshop pieces I've seen.
I love you style of lighting on the bubbles and the softer edges. Some people make them so crisp or so soft they turn out like light orbs. But just right, here.

Photoshop isn't too hard. It's all trial and error for those just learning it without help. I started using it when I was 15.
