my first thought was an odd looking chinese water dragon, but if I had to guess, i"d say maybe an australian water dragon. the scales around the jowels look too spikey for a CWD. And the odd wart-like lumps on the sides of the torso are not a CWD trait. The spikes down the back are very small, so whatever it is, I'd have to say it is either a juvenile or a young female. Then again, I've never seen and Australian water dragon in person, so that could be normal. lastly the coloration is wrong for a chinese water dragon. the only time i've ever seen a CWD with colors anything close to that is when they are really cold or stressed out. hope this helps with the ID

this looks remarkably like a water dragon though i'm not sure that it is... i don't know where they are found in the wild. i think they're in the iguana family....
