Yes, England is generally cool and damp... but I like it, the summers aren't so hot and dry there, and there is almost no winter *shivers at the memory of today's morning, when had to go out at 7.00 AM, in the dark, to catch a bus towards school, with minus 10 degrees Celsius and a horrible wind >_<*
