I love her expression, Meo looks so beautiful and happy! It`s like she is right in front of something she really likes and runs towards it. :3
You nailed her anatomy and those paws perfectly, it`s overall a really clean looking and neat pixel work. The fur details look outstanding, I envy your pixel skills very much! :,D Especially the fur on her neck and belly makes her look so fluffy and soft, I just want to pet her! 
Meos scarf is also shaded really well and it almost looks like real fabric. You also got all the colors right, which I dont see very often!
