In the games it was left pretty ambiguous. I know that they are so far the only two box-art legends to not have an in-game or anime conflict, which does push me in the direction that they weren't rivals - at least not in the traditional sense. After all, they were neighbours for a good six centuries.
In my headcannons they are very close, borderline mates (ah screw it- they are kind of together). However, I follow the cannon very loosely so it doesn't stand as something that's verified. I just think the dynamics in their relationship allow them to be closer than any other collection of legends.

Them being neighbors for a long time makes sense, maybe they used to be friends but after Lugia's tower burned he had to leave.

It's as they always say, opposites attract! There must have been something that linked them together long enough for them to be comfortable with the other.
For me, Ho-Oh leaving had little to do with Lugia, but the humans. In the manga and anime (and partly mentioned in the games) Ho-Oh left because humans were trying to kill it and were afraid of its life-giving powers. One of the ways they tried to ward it off was by burning the tower, and in turn, they disturbed Lugia. But hey, to each their own! I know people that think Ho-Oh deliberately tried to burn both Lugia and the tower with Sacred Fire. Until the Pokemon team gives us coverage we can only guess.

i'm gushing so much, this looks absolutely amazing, suffy!! <333 the colors, the scenery - i could go on, but i just feel like i'd be a rambling mess and just drag it out longer than it needs to!
and yeah it's really a huge shame we won't ever really get to go into much detail about Ho-Oh and Lu and where they came from, and I really do hope Ho-Oh will get some more love in Pokémon Generations and not be swallowed up whole by the sun (that's the official theory i'm going with and there's nothing anyone can say against it lmao). the poster is at least giving us some hope, and i do hope it pays off, even if it's relatively brief, because ayy, at least he'll get to appear in this one amirite :'D
either way, can't wait to see the finished story you have in mind! ^^ If reading Shoot Her Down or even Talk to Me has taught me anything, it's that I know I won't be disappointed by whatever you'll bring you writing wise! <33

Thank you!! When I originally wrote the passage Lugia was practically invisible, so along the way there were some definitive changes made, haha.
