Description About This Setting
Rotation and Movement values are two sides of the same coin. Where the Movement value is all about lateral motion of a rigid body (front/back, side to side, up/down), this setting does the same thing for...well, rotation. Bigger numbers mean that the rigid body doesn't want to twist and turn as much.
Combined with the Movement setting, these two values work to simulate Newton's First Law: An object in motion wants to stay in motion unless acted upon by an outside force, while an object at rest wants to stay at rest unless acted upon by an outside force. So you'll want to think about what your model is supposed to be made of when applying this setting to physics. Is it heavy, like a big metal chain? Or is it light, such as hair? Is it stiff like cardboard, or flexible like rubber? The answers to questions like these will help you figure out how to dial in these settings.

Miku vs Rotation Miku
In hindsight, perhaps I should have created a motion that had a little more torque than this one. It would have made the changes to movement more obvious. But there are still subtle signs of this setting's influence if you look closely. In particular, the ends of her pigtails are stiffer when compared to the original Miku's physics, and her skirt doesn't seem to move as much, either. Neither of these items seems to want to bend, because that would require the rigid bodies to rotate away from their original angles.
