My first thought when I saw kilt, workboots, and cigarette was "Sev in a Utilikilt!" [link]
It's not a Utilikilt, of course, but I can certainly see Sev wearing one, with a wand pocket on one side and a hammer loop on the other.

One of my friends actually wears one of these on a regular basis. People are always asking him what he's got on underneath the kilt. Which makes me wonder how dedicated Snape is to be authentic.

If you take Eileen's name to mean that they're descended from Irishmen who settled in England, than it's highly appropriate.
I think Cokesworth would be in Northern England, but not all the way up in Scotland. If I'm remembering correctly, they didn't really put much industry there. Northern England on the other hand... You've seen the Full Monty, right?

You should, it's decently funny. the setting of the movie (mill shuts down, half the town's unemployed, major class issues) is kind of how I envision Cokesworth when Snape was a kid. I happen to love the movie at the moment, since I'm "researching" how they speak. (Or I just want to watch some good movies again, and claim it's for a project.)
