Winter does have a complex personality. At first glance in Volume 3, I didn't like her - she came off as cold, but later on Winter showed her caring to her sister and her wellbeing.
When she mad, she loses self-control yk
...like when she began a brawl with Qrow after he constantly insults Atlas and the military. Nothing against Atlas but that was funny.
but even after everything, Winter fights with her emotions, and never lets them overpower her, yet it ensures she's on the right path. Shocked to see Ruby and co. declared as fugitives, guilt of having to end Fria's life to obtain the Winter Maiden's power, but she has a high dedication to Atlas military above her personal feelings.
She's complex but interesting, so I hope we explore more of her. Big chance since the show is currently focusing on Atlas.
