Yes, cause as we've learned from Pokemon, if it looks like a certain type then it must be that type. That's why Charizard looks like a dragon and isn't a dragon type, why Lugia isn't a water type even though everything about it screams water type, and why Jirachi is a steel type despite the fact that nothing about it looks even slightly metallic. (seriously pokemon makes no sense sometimes)
And even if it was a fighting type, that's no reason to hate it's design. Cause design wise it looks really cool. (for me anyways)
