I have a theory the discs are put into the pokedex. Your pokemon is only allowed to have 4 registered moves that it can use. It knows all of the ones it can learn and will learn the new ones but are only allowed to use 4 legally in pokemon battles. :3

I think it's safe to say that he practically SPOILS them, actually. He might not be the best trainer, but is one of the most friendly. I think that what happens with TMs is that it is placed on the button on the pokemon's pokeball.

Im pretty sure Pikachu forgets his past moves just like in the games. I don't see Pikachu using Thunder or Volt Tackle anymore so he only knows 4 moves at a time.
