well....First you start with a background right? So I filled it with all blue and then lined it with yellow on the edges. Then I took the smudge tool and smudged the smudge tool back and forth on the yellow. Then I opened a new tab (just do 1200X1600) and then paste an image, then crop it. Then go to filters>artistic>and then fuzzy borders. Pick a color that matches, then pick the size. Then copy and paste into the background tab. Once you past you can close the person image.
Then if you want the pop out lettering, type the name in black,then type the name in another color. Then make sure the colored one on the layer chart is ABOVE the black one. Then move the colored one around.
Then do the same thing for the other image, copy and past. Lettering. AND JUST TO LET YOU KNOW, DO NOT PUT THE LETTERING ONTO THE ONE YOU ARE GOING TO COPY. IT WILL NOT COPY. XD
Then add your lettering and such. Then go to Filters>Artistic> and then Borders. NOT fuzzy borders, unless you want to.

Those aren't brushes. XD It took me a while but I used the smudge brush back and forth. But when I uploaded it Deviantart ruined the quality! (Quality Roadkill) Yeah. Thx. ^^
