Ok first, let me teach you about vectors, because you showed clear display of having no fucking clue. A vector is something that can be rescaled without losing quality unlike a bitmap. This is because it stores the co-ordinates of each point. Most people call a "vector" on deviantart a trace. They retrace over the picture, which is still technically against the terms of service and against the rules. FAQ #304: Do you remove copies and trace-over art? here if you need to check it for yourself. However what you did here was an obvious screenshot, not only did you not even bother to draw over the lines in photoshop to trace it but all you did was screenshot it and paste into paint
