I love how this came out. I just puked colours all over it. It's shiny!Thanks to those who suggested PokΓ©mon on my poll!
Jigglypuff and Pichu from the anime. Jigglypuff always had a marker and drew on people's faces if they fell asleep after she sand her lullaby. Pichu is one of the special ones, also from the anime. (:

how did you do the effects for the background and on the Pokemon to make them look paper-like?

I don't really know what you mean but I just added a layer withc lighter colors on top.

Oh! that's what you mean. I added a layer on top, colored it and smudged it with water tool, then I set it to the zth blend mode, I'm not sure what it's called cause it's in japanese and my computer doesn't support japanese letters, something like -|'Δ (I use Paint Tool SAI) x) I think it's lighten or something like that (: I hope that explains it a bit
