I'll start off by saying that the shot grabbed my attention, looking at a page of 60 photographs this hit my eye. I love the shape of ferris wheels, they are really photogenic. It is easy to take a nice picture of one. All those happy children, loving couples looking out over the fireworks at a country fair, or in this case an Oktoberfest.

This is not a happy ferris wheel. If that was the effect the photographer was going for they failed.

The low angle causing the wheel to loom up, with that bit of an angle to it, from where the shot was taken makes the wheel seem a bit unsteady. The lines drawing the eye in and away from the edges of the page are technically very strong and it's excellent composition keeps they eye flowing around the page never finding a subject or an area to focus on, but never really moving on to somewhere new.

I really like the dark ferris wheel, the shot is pleasant (blue sky and all) but still manages to be really creepy. The abandoned wheel. The grey clouds. That ever so slight tilt that makes it feel unsafe.

Beautiful work.
