No, they know exactly were it is, they just don't want to excavate it for a few years until their methods have improved. At least I think xD;

That place must have been amazing to visit! I just learned about it in my archaeology class, it's absolutely unbelievable--not only the Terra Cotta soldiers, but the tomb that they are guarding. Love this photo by the way, you really brought out the details.
